As part of the EU funding project MAtchUP, the English publication of the initial evaluation of the Transport Development Plan 2025plus of the City of Dresden was made possible. The European flagship project MAtchUP on sustainable urban development aims to create an intelligent, sustainable city that can meet the challenges of climate change. In addition to increasing energy efficiency and the integration of intelligent communication technologies, the development of mobility is a major focus. In this context, intelligent solutions are sought to ensure better mobility for the citizens.
The most important mobility development measures that will be implemented in MAtchUP in the coming years are, in particular, the establishment of mobility hubs with charging stations for electric cars, especially with fast-charging stations, and the guarantee of rapid switching between environmentally friendly and urban modes of transport (bicycles, car sharing, local public transport). The increase in the number of electric vehicles in the Dresden city fleet, the provision of charging points for Dresden tenants, the introduction of intelligent measurement technology and the further development of access and billing models for charging aisles are also of great importance.
The evaluation of the implementation progress and preparation of the update of the SUMP offer a current analysis of urban transport for these purposes. It is therefore also highly relevant for the success of the project, as the results can be used and promoted. The translation of the brochure enables the international project partners to learn from the results of the SUMP and to use implemented measures as best practice.
The Department of Economic Development coordinates the MAtchUP project in Dresden. It unites partners from administration, industry and research to coordinate measures in the Saxon state capital. Above all, the Johannstadt district of Dresden is to be developed into an intelligent and energy-efficient urban district, also by combining it with other urban development measures.
“Our goal is to ensure a good development of the economy, education and science in Dresden. We achieve this in particular through constructive cooperation within the city administration and with external partners. MAtchUP offers us the possibility to exchange competences, to use synergies and to create added value“, says Dr. Robert Franke, Head of the Office for Economic Development of the City of Dresden.
SUMP- the abbreviation stands for the Sustainable Urban Mobility Plan 2025plus of the city of Dresden. The development of the urban mobility of Dresden is of great importance for the city. Within the framework of SUMP 2025plus, goals, priorities and strategies for the development until 2025 have been evolved in a long-lasting, discussion-rich process. The plan does not only support political decision-makers (municipalities) but also the economy, traffic-related institutions, NGOs, and institutional partners. It also offers an orientation for the citizens, while providing a non-committal and voluntary plan.
Already in 2009 the intensive planning process has begun and took a total of five years until the final version of the SUMP 2025plus has been delivered. In addition to the city administration also representatives of interest, transport operators, professional associations, organisations, politicians, consulting scientists, citizens and local partners worked on it. On 20 November 2014, the city council of Dresden passed the plan with integration of the results from the previously implemented citizen participation.
Last year, after three years of implementation, the Urban Planning Office worked on the first of two evaluations during the implementation phase of the SUMP. A detailed report and a compact brochure inform about the traffic and mobility developments of the past years, the implementation of the previous SUMP so far and the extent to which the set goals have been achieved. In addition, it shows which future topics are to be planned and which aspects should be taken into account when updating the plan.
The monitoring also shows the connections between the development of the urban population and traffic development.
Interestingly, it was measured that the population showed a stronger increase than that of motor vehicle traffic. At the same time, the environmental impact of traffic was reduced. The accessibility of many destinations within the city has also improved. The monitoring also shows that the inhabitants are very satisfied with the transport offer of the city.
“The development of a sustainable urban transport in Dresden requires coordinated, integrated planning in order to increase the quality of life in our city and to create an attractive living space. The SUMP 2025plus is a suitable instrument for coping with the upcoming challenges locally”, says Raoul Schmidt-Lamontain Deputy Mayor for Urban Development, Building, Transport and Municipal Properties.
Within the framework of MAtchUP, the SUMP is implementing the pilot project of the “Smart City” model test. In particular, the focus will be on mobility and traffic management, intermodal navigation and information systems, supplemented by individualised city tours with electric vehicles and training campaigns. A detailed report and a compact brochure inform about the traffic and mobility developments of recent years, the implementation of the SUMP so far and the extent to which the set goals have been achieved. In addition, it is shown which future topics are to be planned and what has to be taken into account when updating the plan.
